Stephen S. Lazarus is a principal in the law firm of Lazarus & Lewis, LLC. Mr. Lazarus is a graduate of the University of Cincinnati College of Law, focusing his practice on the representation of public employees and their unions. Representation encompasses contract negotiations, pre-disciplinary hearings and disciplinary appeals, layoffs and job abolishments, and litigation and appeals related to promotional examinations and civil service rules. Mr. Lazarus also defends public employees against allegations of civil rights violations. For over 30 years, Mr. Lazarus has acted as an advocate for public employee unions in hundreds of labor arbitrations through the negotiation impasse procedure, disciplinary appeals, and contract interpretation.

Mr. Lazarus is a member of the Cincinnati, Ohio, and Kentucky State Bar Associations. He has lectured on civil service law, effective arbitration advocacy, and negotiation strategy for the Ohio State Bar Association, Ohio Education Association, Cincinnati Bar Association, National Academy of Arbitrators, American Arbitration Association, Ohio State Employment Relations Board, Federal Mediation and Conciliation Service, Cincinnati Bar Association, Ohio Association of Professional Firefighters, Arbitration and Mediation Service, and the University of Cincinnati College of Law.

Jessup Gage is a principal in the law firm of Lazarus & Lewis, LLC. Jessup is a graduate of the University of Cincinnati College of Law, focusing his practice on the representation of public employee unions and their members. His representation includes contract negotiations, grievance arbitration, disciplinary proceedings, civil litigation, appeals, and all manner of administrative matters before Ohio’s State Employment Relations Board and the National Labor Relations Board. Jessup also defends public employees against allegations of civil rights violations and other civil claims arising in the course of public employment. Jessup has represented public employees in every facet of their employment since 2007. He is a committed advocate for labor unions and their
members.

Kim Rutowski is a principal with Lazarus & Lewis, LLC. Kim was admitted to the Ohio bar in 2003 after receiving her law degree from the University of Cincinnati College of Law. Kim has dedicated her legal career to representing public employees, primarily police and fire unions. Her representation includes representing employees and unions in disciplinary matters, grievances, arbitrations, civil litigation, appeals, mediation, worker's compensation, and matters before the State Employer Relations Board or State Personnel Board of Review.

Jeff Gray is an associate attorney with Lazarus & Lewis, LLC. Before pursuing a career in law, Jeff served five years in the United States Marine Corps. Jeff is a graduate of the University of Cincinnati College of Law and is a member of the Ohio and Cincinnati Bar Associations. Jeff began working as a law clerk with Lazarus & Lewis during his third year of law school. Jeff’s practice areas include contract negotiations, grievances, arbitrations, civil litigation, and other matters before Ohio’s State Employment Relations Board. Prior to law school, Jeff earned his B.A. in Political Science from The Ohio State University in 2016.
